Job Description

AECOM’s Environment Business Line is seeking an Environmental Planning Program Manager and CEQA/NEPA Expert to provide leadership across Northern California for the environmental compliance associated with water and wastewater infrastructure projects and programs. These projects and programs include ecosystem and habitat restoration efforts. We work with a wide variety of clients planning, designing, and managing the construction of large- and small-scale water, wastewater, and conveyance projects for federal, state, and municipal agencies and private industry clients. Therefore, the appropriately qualified applicant must be an established leader in preparing CEQA and/or NEPA documents for water/wastewater and restoration projects or programs, be able to demonstrate a positive can-do attitude, be customer-focused, be a critical thinker and problem solver, and be ready to apply their skill sets to establish a rewarding, long-term career, and help us deliver a better world.

In this role, the selected candidate will drive the Environment Business Line growth strategy in the Northern California water sector including collaborating with AECOM’s engineering business lines (i.e., Transportation, Water, Energy) to expand client service and capture work in growing markets. The individual will work closely with our planners, engineers, scientists, landscape architects, and construction managers to develop integrated solutions and business development opportunities; this includes working closely with client account managers, market sector leads, and our Water Business Line. The selected candidate will report to the Department Manager for Environmental Planning and Permitting (EPP) in the Northern California and Pacific Northwest and Alaska region.  

The selected candidate will also function as a mentor to staff, manage client relationships, and help support projects and programs. Depending on the project assignment, the candidate could serve as a project manager, deputy project manager, task manager, or technical specialist. Technical responsibilities of this position would include providing guidance and management of CEQA and permitting efforts, providing planning assistance to design teams for project development and interacting with agencies and the public.

Responsibilities would include, but are not limited to:

  • Driving EPP’s water sector growth strategy for Northern California, including extensive engagement with AECOM’s Water Business Line.
  • Providing environmental planning and permitting oversight, advising, and mentoring to Project Managers and/or technical staff on projects, particularly CEQA and/or NEPA compliance for water infrastructure or restoration projects associated with aquatic resources.
  • Serving as a Project Manager with key clients and/or projects, which includes responsibilities for financial management and reporting, subconsultant oversight, and technical staff direction.
  • Adhering to quality review standards on project deliverables and conveying those expectations to project teams.
  • Responding to a variety of ongoing requests to support projects under our existing contracts, including refining task needs, scoping and costing tasks, and identifying and assigning staff.
  • Engaging in business development activities and pursuits, led by Environment, or in partnership with other Business Lines, including preparing effective technical proposals and taking on an active role in the development of new business with new and existing clients, and developing and expanding client relationships that generate repeat business.
  • Providing leadership in mentoring personnel, including reviewing their work for accuracy and clarity and providing constructive feedback on project tasks.
  • Recruiting and managing staff focused on providing environmental planning and compliance support for water/wastewater infrastructure and restoration projects.
  • Participating in professional associations/events relevant to the industry.

*This position requires excellent written and spoken communication skills, organizational and time management skills, and flexibility to work on a multitude of diverse projects. The successful candidate will have the ability to communicate effectively with members of the project team, clients (in-person and virtually), and have the ability to work both independently and as a part of a project team.

Qualifications

Minimum Requirements:

  • Bachelor's degree in environmental planning or related field.
  • 10 years of relevant experience or demonstrated equivalency of experience and/or education in CEQA and/or NEPA document preparation and related technical studies or hazard mitigation plan document preparation.

Preferred Qualifications:

  • Masters Degree in environmental studies, sciences, or related field.
  • 15+ years of experience in environmental planning, including facility siting, permitting, community engagement, and impact assessment (analytical/technical writing) for CEQA and/or NEPA or similar requirements.
  • Ability to work independently and demonstrate a high level of competence and experience in working with teams, clients, and subcontractors.
  • Exceptional detail orientation and attention to quality.
  • Experience managing environmental compliance projects or programs, requiring coordination of interdisciplinary teams, management of budget(s), and meeting schedule(s).
  • Excellent verbal and written communication skills as well as interpersonal skills to effectively manage tasks and interact with teams of staff, subconsultants, and clients.
