Brief Description
To lead the maintenance and continuous improvement of the Southern Region’s Integrated management system, to meet internationally recognised standards (ISO9001, 14001, 55001).
To oversee the alignment of all existing management systems and their effective disposition to the integrated management system.
To liaise with our external Certification Body and be the key person in the Southern Region to communicate, discuss and plan the external audits needed to maintain our current and future certifications up to date.
To collaborate with Regional and National experts in Environmental, Asset Management and Health & Safety, and any other technical experts as appropriate, in order to support Southern to continuously improve its Business Management System (BMS).
To be the main point of contact in the region for the Quality Management System, being a key member of the Governance, Risk, Assurance and Improvement Leadership team in Southern, and facilitating Improvements in the Region.
About The Role (External)
• Lead a team of direct reports, and a virtual team of champions in regional routes and functions, that support the management, maintenance and improvement of the Integrated Management System and the Southern BMS.
• Lead the implementation of the Quality Management System in the Southern Region, as well as the development, delivery and facilitation of improvement initiatives based on assurance insights, certification audits and risk reviews.
• Lead a virtual team of subject matter experts in the review and improvement of the key components of the integrated management system, providing direction and guidance as required, to make certain that customer needs are met.
• Support and provide direction and leadership to a virtual team of Senior Quality managers in the standardisation of their activities, driving improvement activities and ways of working in the integrated management system.
• Oversee the alignment of all existing Regional and National management systems and their effective disposition to the Southern integrated management system, through collaborative working with cross-functional representatives to maintain the Southern region’s integrated management system.
• Chair appropriate cross-functional steering and working groups in the communication and improvement of the integrated management system to achieve companywide ‘buy in’.
• Own, improve, and maintain the integrated management system and any related activities for external certification, for example liaising with our Certification Body, organising external audits, planning, and organising the management review.
• Support the Head of Governance, Risk & Assurance by undertaking the management and governance framework to achieve effective maintenance of the integrated management system.
• Support the Head of Governance, Risk and Assurance, being part of the GRAI leadership team, in organising and undertaking the Business Assurance Committee (BAC) meetings, having clear ownership of the Governance and Improvement section in the committee.
Essential
Job Skills, Experience and Qualifications
• Quality management qualification and membership of the Chartered Quality Institute.
• Lead auditor qualified, with considerable auditing and reporting experience (as a minimum in the ISO9001 standard, and preferably in ISO14001, 550001, 45001).
• Educated to degree level.
• Recognised leadership capability, with the vision and ability to establish cross-functional relationships and drive cultural/organisational change.
• Proven experience of working alongside and influencing executives, directors, and senior leaders of large, complex, organisations.
• Proven experience of leading teams, both direct reports and virtual teams.
• Track record and proven capability to lead the development of management systems in large, complex organisations.
• Comprehensive technical knowledge of management system specifications (Annex SL) and associated international standards.
• Demonstrable understanding and ability to present complex technical ideas to both technical and non-technical audiences at all levels in a persuasive and convincing manner.
• Demonstrable experience in the application of ‘Lean / Six Sigma’ tools and methodologies, root cause analysis and basic quality tools.
• Excellent presentation skills and communication at all levels
• Experience in leading multidiscipline teams and direct reports, in a change resistant and complex business environment
• Experience of working across business functions to deliver companywide improvements.
Desirable
• Lean / Six Sigma ‘black belt’ or equivalent qualification
• Detailed knowledge of Network Rail’s management systems
• Experience and/or Knowledge of Risk Management
• Good knowledge of railway operational and contractual practices
• Good knowledge of portfolio, programme, and project management
