JOB SUMMARY
To provide guidance, assistance and advice to the project teams on all HSE related matters, for all activities, to ensure compliance with all HSEMS, contractual and legal requirements relating to the project to create and maintain a safe working environment. In addition, facilitate the implementation of applicable HSE elements of the Integrated Management System (IMS) on assigned project/operational location.
DUTIES & RESPONSIBILITES
• Undertake a variety of HSE related administration including but not limited to maintain HSE files and records in line with the HSEMS, maintain daily, weekly, monthly inspections/checklists and HSE related registers (site inspections, firefighting equipment, plant, machinery and equipment, electrical installations, housekeeping, welfare facilities, etc.), maintain and update the register of regulations when required or in line with changes in legal regulations and update all HSE related information, records and statistics in a timely... manner.
• Implement safety programmes to prevent, correct or control unsafe environmental conditions. Monitor and review the effectiveness of the programmes and make recommendations for continual improvement.
• Develop, review and update risk assessment to attain employer and engineer approvals. Review and monitor the implementation of control measures as per the risk assessments.
• Conduct and participate in site walks, site surveys, stakeholder visits and internal/external inspections/audits. Ensure close out of all relevant inspections and reports in a timely manner from engineer, employer, local authorities and auditors.
• Attend safety meetings and meeting with project teams. Attend and participate in project HSE related meetings with employer, engineer, local authorities and stakeholders.
• Conduct and participate in accident and incident investigations in a timely manner and submit the reports to the relevant stakeholders in line with HSEMS. Prepare investigation reports and recommend appropriate preventive and corrective measures.
• Meet all HSE corporate and project objectives and KPI’s/targets. Review and update monthly, the compliance status of all HSE objectives, KPI’s and targets.
• Conduct HSE related training in line with the HSEMS. Conduct/assist and guide the execution team supervisors in delivering toolbox talks and training to the workers and stakeholders on the control measures identified in risk assessments and the safe system of work to be adhered to in ensuring safe working conditions, acts and environment.
• Immediately report (both verbal and written) any serious safety breaches that place workers in life threatening or dangerous situations and ensure follow up for immediate rectification.
• Keep abreast and updated with the latest HSE technical information, legal requirements and international best practices.
• Ensure the effective implementation of MSRA, PTW and Training requirements.
• Any other duties as reasonable requested by the line/function manager.
EDUCATION
• Minimum Diploma or Bachelor’s degree in Engineering
• One (1) year Diploma in Occupational Health Safety and Environment
• NEBOSH International General Certificate
• ISO OHS 45001:2018
EXPERIENCE
• Minimum ten (10) years in a similar role in the UAE
• Proven experience in the UAE in the construction industry (infrastructure and buildings)
KNOWLEDGE, SKILLS AND EXPERIENCE
• Through knowledge of UAE HSE legal framework and requirements
• Through knowledge of HSE best practice, regulations and performance standards
• Working knowledge of MS Office
• Previous client approvals (RTA, DEWA, DMCC, DAEP, Nakheel, Emaar, Meraas, etc.)
• Able to pro-actively resolve problems
• Strong communication and interpersonal skills
• Self-motivated and able to work with minimal supervision
• Approachable and positive attitude
• Excellent time management skills and able to work to strict deadlines
• Fluent English language ability both spoken and written
WORK ENVIRONMENT
• On-site
• Outdoors
• May be on-call out of regular office hours or on weekends in case of emergencies or deadlines
• Exposure to hazardous materials, loud noise and extreme heat
• May require travel between project sites
• Physical requirements including standing, walking and lifting
