Field Investigator Supervisor (position available in the central district to include Oxford, Androscogin, Kennebec, Sagadahoc, Lincoln and Knox counties or the norther district to include Aroostook, Franklin, Hancock, Penobscot, Piscataquis, Somerset Washington and Waldo counties.)
JOB DESCRIPTION:
This is investigative and protective services work involving the investigation and settlement of complaints and/or allegations and conducting surveys to determine compliance with statute and rule. Responsibilities include supervising day-to-day operations of the (8) eight Field Investigators. Interviewing complainants, respondents and witnesses; gathering facts and information; and resolving complaints and allegations.
Work is performed under limited supervision.
TYPICAL DUTIES:
- Plans, organizes, assigns, and directs the work of Field Investigators.
- Fields incoming compliance issues – via Field Investigators or external parties.
- Assist in developing, standardizing and organizing internal compliance/enforcement processes and procedures for improved efficiency and effectiveness.
- Ensures standard operating procedures for all compliance/enforcement operations are met.
- Interpret and effectuate polices and decisions of superiors.
- Conducts investigations into certain applications containing potentially complex ownership structures.
- Works closely with the Director of Compliance to ensure our programs and compliance/enforcement operations and procedures are effective and efficient
- Review closed case reports provided by Field Investigators
- Supervises, monitors, and evaluates the work performance of field investigators, providing direction and feedback consistent with OCP policy and guiding principles
KNOWLEDGES, SKILLS AND ABILITIES:
- Knowledge of state and federal laws, rules, and regulations applicable to and enforced by assigned agency.
- Knowledge of methods and techniques of establishing work standards, forms, and records management.
- Knowledge of language and forms suitable for the development of mobile technology resources and data collection.
- Knowledge of methods and techniques for disseminating information.
- Knowledge of supervisory principles, practices, and techniques.
- Knowledge of research methods, techniques, and practices.
- Knowledge of the legislative process and procedures.
- Ability to maintain pertinent records and prepare comprehensive reports and correspondence.
- Ability to supervise and evaluate work performance of subordinate personnel.
- Ability to schedule and coordinate the work of subordinate investigators.
- Ability to evaluate information, reach logical conclusions, and make sound decisions.
- Ability to analyze and interpret laws, rules, and policies.
- Ability to understand, and explain laws, rules, regulations, and major court decisions.
- Ability to remain calm and maintain order in emotionally charged situations.
- Ability to solve public issues within the framework of existing laws, policies, and standards.
MINIMUM QUALIFICATIONS:
A eight (8) year combination of education, training, and/or experience which demonstrates knowledge of investigation, research, and data analysis, which includes at least two (2) years’ experience applying communication and organizational skills to coordinate and/or supervise, manage, or train others to accomplish goals.
PREFERENCE WILL BE GIVEN TO APPLICANTS WITH:
- Experience working with state statutes, rules and regulations.
- Experience conducting research, investigations, and compliance inspections.
- Experience working or liaising with law enforcement.
- Experience working or liaising with government agencies to coordinate compliance and enforcement efforts or similar intergovernmental collaborations.
- Experience working with municipal governments.
- Experience working in an organization focused on regulation, especially regulation of a controlled substance.
- Experience supervising teams and/or staff tasked with performing any of the preferred experiences noted above, especially investigations and inspections.
- Well-developed understanding of civil, criminal, and administrative procedures.
