Job Summary Responsible for identifying, and controlling company liability and associated costs for landfill gas collection and control system (GCCS) operations, and optimizing WM GCCS capacity and development costs. This position will provide oversight of and support to Market Area Gas Operations Managers, which includes budgetary review of GCCS as well as procurement and distribution of landfill gas conveyance equipment and materials. This position will develop and implement company-wide training programs, directives, polices, and procedures related to GCCS design, construction, operations, maintenance and odor mitigation within a defined geographic area of coverage (i.e., multiple Market Areas and/or multiple Groups) and coordinate with Air Program staff on national policies/procedures and training program initiatives. Immediate knowledge and aptitude for GCCS design, construction and system operations. Complete understanding of state and federal regulations, which impact GCCS design and operations. Position would require extensive experience in the above and bias/education background that has emphasis in the sciences and / or engineering. Position would also require competence in working in a highly government regulated environment; and work closely with various corporate and group entities. II. Essential Duties and Responsibilities include the following. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Develop and implement standards relating to the protection, control, and management of landfill gas within a defined geographic area of coverage (i.e., Group-level). Additional areas of responsibility include management and evaluation of landfill gas, gas condensate, etc. when they are a threat to air quality and/or renewable energy projects. Participates in the strategy and approval of the operating and capital budget for GCCS as well as procurement and distribution of landfill gas conveyance equipment and materials. Direct and manage internal and external (consultant) company resources. Manage asset development within the defined geographic area of coverage including: GCCS installation/modifications, compliance monitoring, testing, and reporting program development/change/optimization review. This may include development of Group/company-wide policy, standards, and/or best management practices for implementation at the Group and/or national level. Design and implement strategic project plans in response to more complex compliance and liability issues and problems. This may include development of Group/company-wide policy, standards, and/or best management practices for implementation at the Group and/or national level. Responsible for interpreting environmental/GCCS operations data, and commenting/directing responses to proposed regulatory rule revisions related to areas of responsibility within the company. Organize and execute routine communications with Market Area and Group management regarding both significant development projects as well as to ensure compliance and consistency with company-wide GCCS and air quality programs. Plan, organize and manage GCCS design, construction and operations within a defined geographic area of coverage. Under senior management direction, work toward predetermined goals and objectives. Monitor emerging issues in environmental regulatory requirements pertaining to GCCS design/operations. Initiate and participate in developing the company's response to new or changing regulations on a regional and national basis. Direct communication with local, state, or national internal and external stakeholders to discuss program or project objectives that meet WM objectives of GCCS operations, environmental protection, or performance to reduce compliance costs to the field. Support Air Program, Legal, EP Director and EP Managers in responding to and resolving regulatory NOVs pertaining to LFG/GCCS operations. Litigation support and/or preparation of expert testimony. Initiate/Develop/Implement Group training programs for WM staff on LFG and GCCS design, construction and operations. Routinely coordinate with Air Program Directors to develop/implement national training program and to ensure consistency across Groups. Provide guidance, recommendations, and direction to Area engineers, operations Directors/Managers, EP Managers and Gas Operations Managers on GCCS design, construction and operations issues. Possess interpersonal skills in developing stakeholder acceptance and regulatory negotiations. Leadership, motivational and social skills to gain and maintain advocacy for corporate air program. III.
