Job Title: Head of Fire Safety Management
Contract Type: Permanent
Salary: £90.005 per annum (£94,505 is achieved after 12 months successful performance in the role)
Working Hours: 35 hours per week.

The difference you will make as the Head of Fire Risk Management
In this role you will be the responsible person under the Fire safety order you will Lead strategic direction and deliver a proportionate risk-based approach to fire safety across a national portfolio with responsibility for the day-to-day management of national team responsible for the procurement, contract management of passive and active fire precautions resulting from in-house fire risk assessment and fire door inspections, management of servicing, repairs, maintenance and improvement to fire safety systems and development of investment plans to support business plan. The role will have responsibility for developing Primary authority partnership and liaison and communication with local fire & rescue service and working with key stakeholders externally and internally to address management failures impacting safety of customers. Support head of communication on proactive and reactive communication with customers around fire safety. Performance monitoring, Assurance and Governance and regulatory reporting.
About you
We are looking for someone with:
- EQF level 3-4 i.e. Diploma in Fire Safety, Asset Compliance, Passive Fire Protection or or NEBOSH Fire Certificate/Diploma or Fire Risk Assessment or equivalent.
- Membership of Third-Party Accreditation Scheme i.e., institute of fire engineers MIFE or IFE at GIFireE or above, similar memberships such as RICS (Royal Institution of Chartered Surveyors), IFSM or CIOB or equivalent working experience
- Extensive experience of managing and improving teamwork and cooperation between various parts of a business and working collaboratively, relationship building skills and effective stakeholder management, to deliver objectives. Excellent communication and the ability to successfully persuade and influence others.

Role Profile
Role requires you to:
- Strategic Lead for Fire Safety Management across Group including setting policy, operational management plans and ways of working.
- Lead the design and implement and review of an effective Performance and Assurance Framework and other relevant policies, procedures, and guidance, considering industry best practice, ensuring the adoption of new and innovative ideas and solutions to ensure continuous improvement of the service.
- Report to senior leaders and the governance community as required, providing assurance that legislative and regulatory requirements are being met, services are meeting quality standards, or that improvement plans to address any issues are robust, SMART, and professionally managed.
- Produce clear, informative, and meaningful reports as required including statutory and regulatory compliance reports and performance reports for Directors, Board Members, and governance committees to inform decision making and identify performance improvements, always ensuring the accuracy and integrity of Compliance data.
- Design and scope all relevant statutory compliance contracts in conjunction with procurement colleagues, ensuring contracts include clear quality and performance standards and measurement requirements for the Group to support effective contract management and service improvement.
- Commission internal departments, external suppliers, and in-house delivery vehicle to introduce control measures, undertake remedial actions and complete safety critical work. Providing guidance, support and ensure competence of all appointments
- Lead a team to ensure we maintain accurate records of completed inspections, resolve hazards, defects and risks in a timely manner to mitigate risks to customers.
- Lead, motivate and engage a team of Assistant property managers / Admin to ensure the delivery of a high-quality service, developing and implementing operational objectives including key performance indicators, to underpin the Building Safety Strategy and the Group’s overall strategic objectives.
- Manage the performance and development of your team providing expertise, coaching and other developmental support as required, ensuring a quality service is provided and under performance is dealt with appropriately.
- Develop and implement appropriate systems, data and procedures and a risk-based tiered approach to fire safety.
- Ensure that all data protection requirements are met in accordance with the Group’s policy, procedures and statutory requirements.
- Develop clear guidance for internal departments, external suppliers, and in-house delivery vehicle to introduce control measures, undertake remedial actions and complete safety critical work.
- Develop key relationships with our Regulators, enforcement authorities and primary authority partnership, mitigating enforcement action, dealing with safety concerns, and managing all communication. Lead our approach to any improvement and enforcement actions relating to fire.
- Ensure appropriate Evacuation and emergency plans are in place for the building and business continuity and recovery plans and scenario planning and testing to plan for an emergency, attending site as required.
- Engage with group health and safety team to investigate any incidents, non-compliances including the production of specific action plans to address the original issue and avoid future recurrences.

- In depth knowledge of Fire & Building / Structural Safety within Social Housing, including government and industry guidance, British standards, building regulations and the requirements of Fire Safety Order 2005 (RRO), Fire Safety Bill 2020.
Desirable
- NEBOSH Fire Certificate/Diploma or Certified in Applied Fire Risk Assessment (previously FRA (Fire Risk Assessment) and Fire Safety Management) or equivalent.
- CIOB Level 6 Certificate in Fire Safety for Construction
- Experience of commissioning works and meeting requirements / operating as Client in relation to CDM 2015
- In-depth knowledge of Compliance Information and Communications Technology (ICT) systems including Housing Management Systems e.g. Academy/Open Housing management, C365, Promaster.
