Job Title:  Head of Project Management Office (PMO)

Contract Type:  Permanent

Salary: £80,000 (£85,000 is achieved after 12 months successful performance in the role)        

Working Hours: Full time 35 hours                           

Working Pattern:  Monday to Friday

Location:  Liverpool - Hybrid

The difference you will make as a Head of Project Management Office (PMO)

This is a highly visible role to lead the redesign and embedding of a high performing Business Transformation Project Management Office (PMO) function to deliver governance, controls and assurance across all our business change programmes and projects, which cover people, process and technology.

Reporting to the Group Business Transformation Director, as part of the CIO directorate, the role holder will play an integral role in supporting the delivery of an expansive portfolio of initiatives, which covers every aspect of our service offer. Our transformation agenda covers broad and complex system integration projects, as well as initiatives that help to modernise TRG and deliver value to our customers and colleagues.

As Head of PMO, it is vital the role holder can demonstrate expert knowledge and practical experience of designing and implementing a PMO function, as well as a supported Project Portfolio Management (PPM) tool.

An integral part of the role of PMO is to provide clear and transparent assurance of projects to key stakeholders, ensuring that the highest standards of planning, prioritisation, finance, risk, benefits and resourcing are applied across all initiatives. For this reason, there is an important expectation that our Head of PMO will have strong communication skills and can create and manage improvement plans, while overseeing the operational management of portfolio governance and provide strategic oversight and leadership. 

While orchestrating the day-to-day operations of the Business Transformation PMO and its continuous improvement as a centre of excellence, the Head of PMO will also ensure Business Design, Programme Management, Business Adoption and Continuous Improvement teams receive the mentoring and support they require to deliver project outputs and embed blended project methods. This will involve conducting quality assurance checks, internal audits and ensuring teams are equipped with the appropriate tools and processes; and trained to use them in the high standards set.  

The Head of PMO will be expected to provide strong leadership to promote best practices in coordinating interrelated projects and programmes to ensure successful delivery. Coupled with a deep knowledge of portfolio/programme/project management and delivery, as well as excellent organisational skills, this delivery-focused role is fundamental to the success of our transformation agenda. 

The role holder will manage a team consisting of 6 colleagues.

About you

We are looking for someone with Strong strategic leadership and communication skills with the ability to challenge in a collaborative manner. Experience in portfolio management, with strong financial acumen – budget and benefit management. Comprehensive experience in project organisations, ideally in agile/hybrid delivery environments.

Role requires you to:

  • Responsible for creating, implementing and embedding a new target operating model for our Project Management Office (PMO)
  • Responsible for the governance and assurance controls of Riversides transformation portfolio roadmap, including portfolio risk management, budgeting and forecasting, benefit management and governance reporting
  • In conjunction with Group Business Transformation Director and other Business Transformation Heads of Service, develop and maintain a single view of our portfolio roadmap via our PPM tool 
  • Supporting the Group Business Transformation Director with production of Portfolio Steering Group (PSG) and Group Board papers
  • Owning and running the governance and assurance measures required to ensure the portfolio delivers optimal business outcomes for the spend and time incurred, and the projected value determined
  • Ownership of a standard operating change and project delivery approach, and its continuous improvement 
  • Leading business and budget planning for the BT department, in conjunction with Finance objectives
  • Establishing performance management frameworks and tools for monitoring productivity and progress tracking 
  • Managing and motivating a virtual PMO team, whilst working collaboratively with peers and colleagues across BT and the wider CIO directorate
  • Lead the implementation of our new PPM tool, ensuring colleagues across BT and CIO have the necessary training and skills to manage their projects organically and that our PPM tool is treated as our single source of truth
  • Maintaining the master administration for our chosen PPM tool, which will dynamically manage our complex portfolio
  • Enabling stakeholders to determine the prioritisation of projects and programmes 
  • Conducting quality assurance (QA) checks and mini-internal audits of projects, to ensure consistency,  and provide training and development to our BT colleagues
  • Providing timely, accurate and relevant project and portfolio reporting to support our single governance model 
  • Resource planning against the prioritised portfolio of projects 
  • Managing the allocation of resources and recording of timesheets, whilst ensuring costs are accurately recorded against their respective project codes
  • Providing information to the CIO leadership team regarding what resource capacity we have to support future demand
  • Monitoring and reporting on project budgets at project, programme and sponsor levels 
  • Tracking projected benefit management and realisation which is reported to the Executive and Group Board
  • Maintaining a central RAID log for the portfolio (Risks, Assumptions, Issues and Dependencies) which can be shown at both project and portfolio level
  • Providing administrative support for Portfolio Assurance Group (PAG) on a weekly basis, ensuring that the portfolio roadmap, RAID log and resource forecasts are up to date for the group to review and manage
  • Taking the BT department through a skills and capability maturity model, helping to coach, mentor and quality assure the work that our colleagues perform in their projects  
  • To support the team with their own training and development of the PPM tool and other standard practice activities expected from a high-performing PMO function
  • Providing thought leadership to build a high-value PMO function

 

Person specification

Knowledge, Skills and Experience

Essential

  • Strong strategic leadership and communication skills with the ability to challenge in a collaborative manner 
  • Experience in portfolio management, with strong financial acumen – budget and benefit management
  • Comprehensive experience in project organisations, ideally in agile/hybrid delivery environments   
  • Extensive leadership experience in managing PMO colleagues
  • Qualified in Prince2, APM or MSP for portfolio and/or programme management 
  • Hands–on experience in maturing all functions of a PMO organisation 
  • Strong interpersonal, time management, prioritisation and problem-solving skills 
  • Broad knowledge of standard project portfolio management (PPM) tools (e.g., Proggio, JIRA, Monday.com) 
  • Experience working within an Agile PMO culture, with concepts like DevOps & Lean  
  • Ability to embed a sense of urgency across delivery teams and within the PMO 
  • Experience in the implementation of Scrum, as well as enterprise Agile frameworks (e.g., SAFe) Flexibility to adapt quickly to shifting priorities 
  • Highly motivated self-starter able to work with minimal supervision and direction 
  • Excellent attention to detail, both written and numerical, and commitment to quality 
  • Comfortable with coordinating and collaborating with business and technical teams 
  • A problem solver with a focus on outputs
  • Ability to work in a cross-functional matrix organisation
