About the Opportunity
Inalab has an immediate opening for Data/Acquisition Analyst to support the National Geospatial-Intelligence Agency (NGA). The Enterprise Contract Support Services (ECSS) Data/Acquisition Analysts provides strategic support in understanding and tailoring complex data sets into decision level deliverables and visuals as well as have a solid understanding of common acquisition functions for Program Management Offices (PMOs) in the Enterprise Contracts Office (TCC).
The ideal candidate will have an active TS/SCI and the necessary, proven analytical skills and acquisitions subject matter expertise, along with a history of strong collaborative relationship building with key technical members and cross functional project team members to assure creation and delivery of clear, concise, and actionable tasks that would be related to the operational efforts of the agency.
Essential Responsibilities:
Provide expert advice and guidance to support a wide range of acquisition strategy, planning, and management efforts. This strategy support shall include the operations and sustainment of a central TCC portal (e.g., Microsoft SharePoint) facilitating cross-PMO functions and reporting. Duties may include but are not limited to the following:
- Requirements Management.
- On a daily basis, support the Enterprise Support Requirements Adjudication Board (ESRAB), or similar process, in receiving/capturing new requests for support services submitted by NGA customers to TCC. Review submissions for completeness, coordinate with Acquisition Operations team and TCC PMs to analyze and recommend potential program fits, and communicate with customers to ensure appropriate expectations.
- On a weekly basis, coordinate with Acquisition Operations team members and the ESRAB Requirements Analyst to ensure PMOs have provided progress updates via the online portal.
- On a monthly basis, generate and deliver an ESRAB Requirements Report to the ESBO Branch Chief that details new customer requests received and Board outcomes. This report shall summarize ESRAB metrics at the program and NGA office level, with special emphasis on CIO-T requirements.
- Financial Management.
- On a weekly basis, deliver a financial execution summary report via the Program Financial Dashboard for ESBO Branch Chief review, while coordinating with Acquisition Operations team to ensure PMO data completeness. This report shall detail all TCC Task Orders with Office of the Chief Information Officer/IT Services (CIO-T) equities.
- On a bi-weekly basis, deliver a Task Order-level financial execution summary report via the TCC Program Financial Dashboard for ESBO Branch Chief review. This report shall, at a minimum, detail estimated funding needs (or projected end-of- period underrun) by program, task order, CLIN, and NGA office.
- Records Management.
- As directed by senior TCC, ESBO, or FFRDC Government staff, review results from PMO-developed records audits and assist in capturing audit findings in serialized reports measuring PMO progress against office file plans.
- Acquisition Process Efficiency.
- On an ongoing basis, gather and analyze data measuring the efficiency of TCC or FFRDC acquisition processes. Data will incorporate NGA requests submitted to the ESRAB (or similar requirements boards), ESRAB outcomes, and PMO-provided updates. Maintain a dashboard which measures Key Performance Indicators (KPIs) developed in coordination with senior TCC, CAE, or ESBO staff.
- On a monthly basis, generate an ESRAB Requirements Report summarizing recent TCC acquisition activity and KPIs.
- Where appropriate, perform analysis utilizing industry-standard techniques (e.g., Lean Six Sigma, Continuous Process Improvement, etc.) areas for improvement or standardization across all ECSS-supported programs. Propose process reengineering, and develop supporting documentation, for TCC or CAE leadership consideration.
- Acquisition Innovation.
- As directed by the ECSS PM, research, analyze, and recommend innovative solutions for service-based acquisitions based on DoD and IC trends. Align potential innovations with appropriate FAR, DFAR, and NGAI guidance. Present findings to ECSS PM, TCC and CAE leadership, or other stakeholders via briefings or white papers.
- Future Acquisition Support.
- As directed by the ECSS PM, participate in the design and implementation of new or follow-on TCC programs. Perform requirements refinement/validation, market research, and cost estimation. Support the future PM in preparing program plans, board reviews, task order planning, and other pre-acquisition documentation. Coordinate acquisition schedule development and maintenance and monitor progress against tollgates and other milestones established by NGA governance bodies.
- As directed by the ECSS PM, support future PMs of new or follow-on TCC programs during source selection activities. Assist panel members in understanding program strategy and requirements, where needed. Review source selection artifacts for completeness, consistency, and adherence to standards. Monitor overall activity progress. Aid in authoring status reports or briefs.
- Note 1: The ECSS Acquisition Strategy team shall NOT directly participate in evaluation activities other than as a technical advisor. ECSS Contractors are prohibited from being the primary author(s) on proposal evaluations, the Source Selection Decision Document, or other artifacts where the Government is providing its assessment of outside companies.
- Note 2: Support to in-progress TCC acquisitions is anticipated. No other programs are expected to be developed during the ECO Base Period of Performance.
Required Skills:
- Demonstrated experience developing data analytics models and visualizations employing proven industry standards in statistic/data science principles, practices, and techniques in the analyses of business data.
- Demonstrated experience developing dashboards to effectively convey site metrics to non-technical audiences, to include communicating caveats and limitations of both coding techniques and statistical analyses depicting current state and providing insight to improvement plan implementation strategies and milestone achievement.
- Demonstrated experience data mining, to include developing, manipulating, or maintaining databases.
- Demonstrated experience with analytics processes that provide better insight into ongoing analytic/data visualization activities.
- Demonstrated ability to summarize complex cost and schedule data for briefing internal/external leadership or senior stakeholders.
- Demonstrated ability to conceptualize acquisition program strategy improvements and present findings to senior management audiences.
- Demonstrated proficiency utilizing Microsoft Office tools such as Excel, SharePoint, Visio, and/or Project to manage cost, schedule, and performance.
- Demonstrated experience supporting services-based acquisition programs providing Contractor Full-Time Equivalent (CFTE) support to external organizations.
- Demonstrated specialized experience in supporting a range of contract types such as Cost Plus Fixed Fee (CPFF), Cost Plus Incentive Fee (CPIF), Cost Plus Award Fee (CPAF), Firm Fixed Price (FFP) including Level of Effort (FFP/LOE), Time and Materials (T&M), and Multi- Award (MA) Indefinite Delivery/Indefinite Quantity (IDIQ).
- Demonstrated experience supporting US Government pre-acquisition activities such as market research and drafting artifacts including Acquisition Strategies and Source Selection Plans.
- Demonstrated experience improving the quality of Government acquisition artifacts, such as Statements of Work (SOWs), Independent Government Cost Estimates (IGCEs), or Acquisition Plans.
Qualifications:
- Degree (or higher) in a related field, with at least 7 years of experience supporting US Government acquisition programs. If candidate(s) do not possess a related degree, an additional five (5) years of experience may be substituted.
- Advanced proficiency with commercial off the shelf (COTS) statistical software or tools for data visualization (i.e., SPSS, SAS, MatLab, Tableau, etc.).
- Microsoft SharePoint Site Administration
- Advanced Proficiency of Microsoft Office (Excel, PowerPoint, Access), including relational data techniques.
- Knowledge of Microsoft SharePoint enabling technologies, such as Nintex Forms, HTML, CSS, and jQuery/JavaScript.
- Knowledge of process improvement methodologies such as Robotic Process Automation, Lean Six Sigma, Kaizen, Total Quality Management, or similar.
- Related certifications such as Defense Acquisition Workforce Improvement Act (DAWIA), Project Management Professional (PMP), or similar.
