Roles and Responsibilities:
Job Summary/Overview:
The Infra Technology Teams within Samsung Austin Semiconductor (Austin and Taylor sits) are the Facilities team which own processes and equipment used to supply utilities such as Electricity, Gas, and Chemical, Ultra-Pure Water, etc. to the FAB Manufacturing processes. Infra Quality Assurance (IQA) is the external Quality division (working with the Infra Tech Teams) that provides Quality Assurance monitoring and improvement measures for Construction and Commissioning of Greenfield and Brownfield projects through short-term and long-term Engineering initiatives and a proprietary Quality Management System. Reporting directly to the IQA Construction and Commissioning Leader, the Construction and Commissioning Quality Engineer will facilitate the Construction and Commissioning Process from early Construction through Construction QAQC to Final System sign-off and Handoff from Construction to Operations for new and modification projects for all the facilities systems at Austin, Texas and Taylor, Texas sites.
Specific Job Duties:
• Coordinate with a team of cross-functional construction and commissioning engineers with diverse engineering backgrounds with the vision of developing world’s best construction and commissioning standards and execution for Samsung FABs in the United States. This also includes coordination with Infra Quality Assurance’s contracted inspectors and discipline leads.
• Execute and manage the project quality plans for construction and commissioning audits owned by Infra Quality Assurance.
• Coordinate the quality inspection/audit requests from the General Contractors.
• Review project equipment and material specifications, BOMs and submittals for accuracy and consistency and to check for constructability and commissioning sequencing/projections.
• Develop and/or support the QAQC, Construction, and Commissioning standards for the Facility Infrastructure systems.
• Develop, maintain, and enforce Quality Technical and Business processes to aid the world’s best foundry’s FAB construction for Facility Infrastructure systems.
• Support the review and reporting of field Quality audit data to executive management periodically with improvement actions to remedy any quality setbacks with respect to construction and commissioning.
• Maintain Construction and Commissioning tracked metrics and report status periodically to the team manager.
• Support the deficiency collection and resolution process by developing and/or supporting processes to identify non-conformities and continuously improve the process effectiveness.
• Provide support to maintain a centralized quality software to ensure proper document control practices are followed.
• Review and report failure analysis for construction and installation related quality issues working closely with the 3d party contractors and the operations teams.
• Provide support to maintain and improve construction and commissioning specifications.
• Plan and conduct operational audits post-commissioning to ensure mechanical and electrical integrity of construction and system installation.
• Ensure document management process is strictly followed.

Skills and Qualifications:
Education, Training, Certification(s) and Minimum years of experience required
• Minimum of (5) five years of Construction experience is considered beneficial and advised.
• BS in an Engineering field (Mechanical, Electrical, Chemical, Industrial) is Mandatory.
• A Master’s degree in Engineering, Technology, or technical field is considered beneficial but not necessary.
• 3 years of Quality Management experience in Construction and Commissioning is considered beneficial and advised (previous Semiconductor experience is considered beneficial).
• Quality Certifications such as, CMQ-OE, CQE, Six Sigma, are all plus
Knowledge, Skills, Abilities, Software, and Tools
• The candidate must possess a strong Quality understanding and background with experience on construction projects having performed commissioning activities.
• The candidate must be experienced in developing and maintaining controlled documents.
• The candidate must demonstrate strong Project Management and leadership skills required to interface with stakeholders across the Construction and Infra Technology Teams to both sustain regular operations and drive quality projects.
• The candidate must be familiar with data analysis with focus on Process and Equipment quality.
• Familiarity with safety requirements of construction sites.
• The candidate needs to have a very high level understanding regarding QC inspection and audit concepts.
• Possess strong teamwork abilities, and verbal and written communication with very strong presentation skills.
• Have an aptitude and desire to learn new skills.
• Have the ability to thrive in a multi-culture environment.
• Have an aptitude for standardized documentation creation and data analysis.
• Ability to work overtime / on non-scheduled days as required.
• Familiarity with ISO Quality Standards (ISO 9001 2015 and TS16949) is a plus.
• Lean manufacturing experience a plus.
