Summary/Objective

The Deputy Director - Resource Management role provides executive leadership, direction and counsel to 3 Branch Chiefs and Assistant Deputy Director – Resource Management, who oversee Statewide Resource Management, Regional Resource Management, Protection, and Science with a combined scope of approximately 960+ staff statewide.

Essential Job Duties

  • Direct statewide management and research to conserve the biological diversity of Missouri’s fish, forest, and wildlife resources. Guide strategic planning, development of a Comprehensive Conservation Strategy, implementation and delivery of statewide programs and services by the divisions. 
  • Guide strategic budget development, approve, monitor, and implement agency budget and equipment inventories related to the resource divisions. Monitor approved Resource Branch expenditure allocation to ensure expenditures meet fiscal constraints, accepted business practices, and address Department priorities.
  • Identify the most important places to perform fish, forest, and wildlife conservation activities. Lead development of policies, procedures, and strategic plans to effectively manage Missouri’s fish forest and wildlife resources. Direct supervision of three Branch Chiefs and the Assistant Deputy Director for Resource Management.  Provide weekly, and sometimes daily, direction to Branch Chiefs and Assistant Deputy Director that directly impacts statewide management of fish, forest, and wildlife resources to ensure long-term sustainability of these resources.  Provide direction to Branch Chiefs and Assistant Deputy Director to resolve employee relations conflicts, including hiring, firing, and disciplinary actions.  Ensure organizational and operation performance and results.
  • Direct activities to further public recreation, appreciation and use of fish, forest and wildlife resources including recommendations to the wildlife code so long term and sustained public use and benefits occur.

Ancillary Job Duties

  • Interpret wildlife regulations and state laws for citizens and the Department.
  • Recommend Wildlife Code revisions and serve as chair of the Regulations Committee and other committees as established by Administration.
  • Work directly with State Legislature on legislative hearings and fiscal issues.
  • Ensure the development and implementation of proactive efforts to engage partners to benefit natural resources and to enhance effective delivery of conservation services.

 

Education and Experience

  • Bachelor’s Degree in Fisheries, Forestry, Wildlife Management, Biological Sciences or closely related field.
  • At least ten (10) years of progressively responsible professional experience, with at least three (3) in supervisory and/or administrative capacity.
  • Must maintain a valid, current driver’s license.

Knowledge, Skills, and Abilities

  • Knowledge of environmental and natural resources management matters relative to fisheries, forestry, wildlife, outdoor recreation, and enforcement to ensure resource needs are met, challenges are resolved, and operations are fully resourced.
  • Knowledge of environmental and natural resources laws and regulations to ensure compliance.
  • Skills in the principles and practices of administrative functions (financial, human resources, public relations, and program/project management) sufficient to ensure continued Department success.
  • Strategic and operational planning and budgeting sufficient to ensure Department-wide focus on the allocation and appropriate use of financial resources.
  • Ability to make independent decisions and act quickly and decisively on the determined course of action.
  • Ability to establish and maintain effective working relationships with members of all types of groups, Department staff and the public.
  • Ability to work effectively as a team member and assist in resolving conflicts.
  • Ability to effectively communicate orally and in writing with Department personnel and the public.
  • Ability to develop and present programs to individuals and groups.

Work Environment

  • Regularly work in a standard office environment.

Physical Abilities

  • Remain stationary up to 70% of the time.
  • Regularly communicate and exchange accurate information.
  • Constantly operate a computer and other office productivity machinery.
  • Clarity of vision at 20 inches or less, three-dimensional vision, precise hand-eye coordination and the ability to identify and distinguish colors.
  • Regularly lift up to 5 pounds.
  • Regular attendance is a necessary and essential function.

This position has been determined to be Exempt according to the Fair Labor Standards Act.  Employees must agree to accept compensatory time in lieu of cash payments in accordance with the Department's Compensatory Time Off and Overtime Policy. 

Salaried and hourly employees are expected to use a mobile device-cellular phone for Department business, as needed.
