Summary/Objective

The Deputy Director - Business & Operations role provides executive leadership, supervisory oversight, and counsel to three (3) Branch Chiefs and one (1) Section Chief who oversee the Business Services, Information Technology, and Infrastructure Management branches, and the Budget section. 

Essential Job Duties

  • Initiates and provides executive oversight for the development of internal and external communication strategies regarding business programs and policy/procedure changes for business program implementation. 
  • Collaborates with the Department's executive leadership team, including directing the chief financial officer, to develop a $300 million annual, priority-based, internal expenditure plan and legislative appropriation request that ensures advancement of agency priorities, including monthly budget-to-actual spending reviews and financial reports. 
  • Prepares and reviews recommendations for Conservation Commission action, including budget recommendations, monthly financial reports, capital improvements, and policy development. 
  • Ensures Department policies and position statements regarding business processes are thoroughly reviewed, accurate, and provided timely. 
  • Provides operational insight and collaboratively guides strategic plan development to ensure timely implementation, resource allocation, and delivery of Department priority programs. 
  • Develops and maintains effective relationships with state and federal agencies and non-governmental organizations to advance state, regional, and national conservation priorities.

Ancillary Job Duties

  • Guide strategic planning projects and annual budgets for Department construction and technology initiatives.
  • Employ meaningful measures to solicit and evaluate internal and external input to improve Department processes and accountability.
  • Monitor and evaluate state and federal regulated activities that have the potential to impact fish, forest, and wildlife resources to minimize negative consequences to those resources. Evaluate impacts to business units within the Department and actions required to support the mission.

Education and Experience

  • Bachelor’s degree in Business or Public Administration, Accounting, Engineering, Information Technology, Forestry/Wildlife/Fisheries Management or closely related field.
  • At least ten (10) years of progressively responsible professional experience with at least three (3) years in a supervisory and/or administrative capacity. 
  • Must maintain a valid, current driver's license.

Work Environment

  • Regularly work in a standard office environment.

Physical Abilities

  • Remain in a stationary position 70% or more of the time. 
  • Constantly operate a computer and other office productivity machinery.
  • Frequently communicate and exchange accurate information.
  • Clarity of vision at 20 inches or less.
  • Regularly lift up to 5 pounds, correctly lift up to 10 pounds.
  • Concentrated attention is required at all times.
  • Regular attendance is a necessary and essential function.

Exemption Status/Special Notes

This position has been determined to be Exempt according to the Fair Labor Standards Act.  Employees must agree to accept compensatory time in lieu of cash payments in accordance with the Department's Compensatory Time Off and Overtime Policy. 

Salaried and hourly employees are expected to use a mobile device-cellular phone for Department business, as needed.
