Financial Controls Testing Manager
Location – Hook, Hampshire, Hybrid working
Working Hours – Full Time, 37 hours, Monday to Friday
Salary: £60,000- £70,000 Pro rata
8 months FTC contract completing at the end of 2024
Here at Serco, we partner with governments to provide public services across Defence, Justice & Immigration, Transport, Health, and Citizen Services. We are looking for a Financial Controls Testing Manager to join our team at our office in Hook.
The Financial Controls Testing Manager role sits in a 3rd line of defence team within the UK based Group Finance function and supports the Head of Financial Assurance in delivering Serco’s annual financial controls testing programme. Serco has recently implemented an extensive internal control framework for financial controls with new processes and procedures for assessing its effectiveness.
The role is offered on a fixed term basis until end of 2024.
As Financial Controls Testing Manager, they will be responsible for performing both design and operating effectiveness testing of selected key financial controls, agreeing remediation plans where needed with the Process/Control owners and monitoring remediation of any failures which will be supported by our 2nd line Finance Assurance team.
All testing is recorded in our GRC tool, Riskonnect, and the job holder is expected ensure all testing and findings/actions are correctly reflected in the tool and updated on a timely basis.
The role also ensures a scoping and risk exercise is carried out at least annually to ensure the programme achieves adequate reach across Divisions and that we identify the most important key controls mitigating risk of material error in our financial statements.
The job holder will also support other activities related to the financial controls programme including a control owner self-assessment programme, supporting the Head of Financial Assurance in assessing the impact of any control failures for our half year and year-end reporting and managing the annual walkthrough programme with the External Auditor and supporting them in reviewing our testing to the extent it supports their annual audit.
Finally, the job holder will support the Head of Financial Assurance in continually exploring opportunities to improve the efficiency of the testing programme using robotics and system dashboards the business is developing.
Ensuring that financial controls are reviewed and assessed in relation to current financial risks is a critical requirement both for the success of the business and to ensure we can demonstrate the existence of a strong internal control environment to our customers, shareholders and other external third parties.
This role will be a key member of the team that is rolling out and establishing a relatively new programme across the organisation.
What you need to do the job:
This is an opportunity for an individual who holds a recognised accounting qualification (ACA, ACCA CIMA, CMIIA or equivalent) or if they can demonstrate their knowledge through experience. They must be a self-starter who has at least 5 years’ experience in an auditing or financial controls environment. It is essential that they have a good understanding of finance processes, risks, and controls including testing of controls as part of financial control testing programmes such as Sarbanes Oxley. Ideally, they should have up to date knowledge of IFRS accounting standards and experience of documenting processes and controls. Finally, we are looking for someone who has experience of process improvement and the ability to implement changes accordingly.
The role is Hook based (hybrid) with no travel anticipated.
