Marine Superintendent 
Permanent- Full time -37.5 hours per week Monday- Friday

Serco have an exiting opportunity for a Marine Superintendent to join our team based in Portsmouth. The key purpose of this role is to ensure that our vessels meet the standards and criteria required by Company, Customer, Class and Statutory regulations and to ensure that Company vessels are operated by SQEP personnel in a safe, efficient and economical manner. 


Our Marine Superintendent will also provide professional leadership and management in ensuring the legislative and marine regulatory compliance of personnel and platforms whilst delivering operational outputs on behalf of the Customer and Company.  


Main Accountabilities:


Strategy and Plans

 

 

  • Planning and execution to ensure the continued meeting of Customer, Company and Regulatory requirements for vessels operated by SQEP personnel in a safe, efficient and economical manner and in full compliance with such requirements and regulations and expectations whilst achieving contract deliverables.  This will include a requirement to scan horizons for impending changes to legislation/regulations and formulation of plans to address as and when required. 
  • To conduct regular reviews of operational procedures, monitoring, and taking action to ensure compliance.  This should encompass but not be limited to the planning and delivery of a programme of audits, drills and underway assessments which ensure professional standards are maintained whilst complying with regulatory and Company compliance requirements.
  • Generation, promulgation, and management of Port Audit plans and conduct of vessel audits.  
  • Identifying issues within the Safety Management Systems (SMS) ensuring effective corrective actions are taken and verified as carried out.  This will be achieved by ensuring effective implementation and follow up of an audit/inspection routine and through ensuring that relevant documentation is maintained in support of the ISM/DSM Codes.  Analysis of trends and direction of resources/focus in raising awareness and directing corrective action.  
  • To drive professionalism and best practice across the Port Base Area to contribute to the development and maintenance of a positive safety culture, heightened H&S awareness, and commitment to safety performance improvement.
  • Planning, delivery, instruction and mentoring of personnel undertaking personal professional development and Certificate of Competence training to meet requirements for longer term talent management and succession planning.  
  • Trials planning and execution to ensure development and maintenance of safe operational procedures for existing and new build vessels.  This will include the conduct of associated hazard identifications reviews, risk assessments and mitigations to underpin SOPs and operational safety. The Marine Superintendent will be responsible for the generation of Operational Safety Case reports and addendums with support from HSEQ Superintendents who will provide an SME lead in the completion and review of Risk Assessments within the Safety Case and VOP processes. 
  • Take ownership of the Port Area VOP register and the review programme.
  • Development, maintenance and exercising of the Port Crisis Management Team and as Company Security Officer the formulation and delivery of security advice and policies.
  • Support the Operations Manager in his translation of the Head of Port Operations ‘Priorities and Objectives’ into meaningful aims and targets which subordinates can identify with and deliver to in support of the higher level plan.

 

Growth and Financials

 

 

  • To support the Head of Port Operations and Operations Manager in seeking growth and new business opportunities.
  • To ensure effective financial controls, behaviours and management are in place to ensure maximum efficiency with respect to costs and revenue whilst meeting corporate and legal requirements.
  • Responsible and accountable for the management of the Portsmouth ‘in-port’ training budget expenditure, understanding the impact on the finances of the business.  
  • Apply financial processes and principles including the information necessary to estimate, develop and execute the Portsmouth In-Port training budget, understand, and interpret profit and loss balance sheets within Management Accounts. 
  • Within the limits of delegated authority (DAM); approve Purchase Orders and Invoices in support of training objectives and priorities. 
  • To provide subject matter expertise to Directors and Managers in support of organic growth and marine related bids, ensuring that own actions and advice supports all areas of the contract for effective financial management. 

 

Customers and Markets

 

 

  • To develop and maintain a network of internal and external relationships commensurate with and to the extent required by the role and to enable the meeting of current and future regulatory/legislative requirements and operational needs. (e.g. MCA, MAIB, BTA).
  • To be the prime point of contact with the Customer and Harbour Authorities in all matters pertaining to safety assurance and/or regulatory requirements.
  • To provide a lead and example in customer service excellence and continuous improvement culture.

Organisation and People

 

 

  • To provide leadership, management and oversight of afloat personnel to ensure compliance, instil professionalism and foster understanding of, and motivation to achieve, objectives. 
  • Direct line management authority and responsibility over designated members of the in-Port workforce
  • To ensure all employees understand their roles and responsibilities, both as an individual and what is expected of them as a team member. 
  • Development of the understanding of, commitment to, competence in, and motivation towards compliance by employees with the Company’s policies with regard to Quality Assurance and the SMS.
  • In conjunction with the Technical Manager ensure that all assigned vessels are maintained in a safe and seaworthy condition in accordance with Company procedures and Statutory requirements. as well as complying with environmental monitoring and protection regulations.
  • Ensure professional development opportunities commensurate with business needs are identified and delivered with progress monitored and employees guided and mentored as appropriate to individual needs. 
  • Work to a best practice operation framework using processes, procedures and systems which are aligned to those in place across the business, division, and group as appropriate.
  • To actively ensure that all personnel’s activities comply with health, safety and other legal and /or regulatory requirements applicable to the contract.
  • To engage regularly with afloat personnel and provide a lead in professional forums.  
  • Liaise with colleagues and contemporaries to formulate policies and operational practices/procedures which may have ‘cross port’ ramifications ensuring that the Head of Maritime Safety is informed of developments as appropriate and certainly if arbitration between differing opinions/perspectives is required.
  • To develop and foster mutually supportive and cohesive engagement with other Maritime Services Marine Superintendents which is focussed on alignment, resilience and sharing of best practice.   
  • Work with HSEQ Superintendents to ensure a positive safety culture and commitment to safety performance improvement.  Engage with requisite HSEQ team members to ensure mutual support in addressing joint objectives, taking the lead in matters pertaining to Maritime Regulatory Safety and Compliance and a supporting role with broader Company and Health and Safety Executive Requirements. Arbitration should conflict of intent/perspectives arise will ultimately be by the Head of Maritime Safety and Compliance.

 

What you’ll need to do the role 

 

 

  • STCW Reg. II/2 (Unlimited) Certificate of Competency, or equivalence with relevant additional vocational qualifications
  • Proven seagoing experience in Command (preferably as Master Mariner)
  • Experience of Statutory Regulations/Classification Regulations and their application
  • IT literate

 

Desirable 

 

  • Incident investigation
  • DPA/ISM lead auditor training 
  • People management in a unionised environment 
  • Operational experience of both MoD and commercial environment
  • Vessel chartering – legal requirements
