Minimum Required Qualifications:
Specialty: Testing and commissioning Engineer.
Education:
▪ Bachelor’s degree in mechanical engineering or related field to his or hespecialty
▪ Master’s degree in mechanical, or related field to his or her specialty (preferred).
Training: Understanding of International Code and references (ASME, ASTM, ACI, BSI…) OSHA Plan, ISO-9001 preferred or T&C certificate or training
Technical knowledge:
➢ T&C Engineer should have knowledge of all type of T&C documents, and this includes but not limited to commissioning plan, checklists, forms (for pre-commissioning & commissioning for all Electrical systems), method statements, RACI matrices.
➢ T&C Engineer have to ensure that for executed test and commissioning tasks according to the test plan and test procedures provided by the supplier or manufacturer recommendation.
➢ T&C engineers should make sure all the Record faults, Troubleshooting and finding reports any defects or deviations from the specification shall be documented and data should be secure.
➢ T&C engineers should have a good knowledge of Oil & Grease Interceptors testing.
➢ Engineers should have a good knowledge of Irrigation System and procedure activities to be performed.
➢ T&C engineers should have a good knowledge of STP and Lifting Stations testing and commissioning.
➢ T&C engineers should have a good knowledge of Vertical Transport (Lifts) systems including dumb waiter testing.
➢ T&C engineers should have a good knowledge of LPG System testing.
➢ T&C engineers should have a good knowledge of Mineralized Water Network and what the test needs to be performed.
➢ Engineers should have a good knowledge of Scuba Diving Equipment handling and techniques along with procedure.
➢ Engineers should have a good knowledge of Kitchen Equipment & Hoods.
➢ T&C engineers should have a good knowledge of Swimming Pools, water features, and water bodies.
➢ Assist site management in the application of the co-occupancy policy when employees are working on at the time of testing and commissioning on project.
➢ Ensure fall protection provisions are considered when testing & commissioning is performed.
➢ Verify, during the programming and T&C phases of a project that the procedures for T&C are included and consistent with this guideline as well as current codes and local standards.
Experience:
➢ 15+ years proven experience in Testing and Commissioning quality activities.
➢ 10+ years in construction or project T&C related position.
Primary Functions:
➢ Ensure that contractor performing proper trainings before start testing and commissioning to meet current training requirements and have the skills necessary to perform the T&C.
➢ Understand the scope and hazards associated with the T&C work to be performed.
➢ Engineer shall inspect and monitor the area in relation to the T&C Control; escalate non-compliance and violation of scope, codes, and standards; reviews Project Quality Documents and performs other tasks in relation of Projects Quality in area of his or her specialty.
➢ Review of T&C plan contractual requirements (technical standards, specifications etc.)
➢ Before T&C activity engineer have to review the schedule plans and the relevant procedures review and validation of inspection assignment documentation (technical aspects, reference documentation, schedules, drawings, milestones, reporting, logistics, coordination procedure, etc.)
➢ Ensure that at the time of T&C a prompt rescue is planned for and resourced for all work when the high risk.
➢ Stop any work that is being performed in an unsafe manner.
