Head of Joint Commercial Unit will manage and demonstrate the roles and responsibilities as specified in the Operations and Maintenance Service Agreement (Metro) between Keolis MHI and RTA and actively work on collaborative relationship management with RTA and other internal/external stakeholders to manage the matters across the Company.
KEY RESPONSIBILITIES:
Strategic
Lead a Joint Commercial Unit, a collaborative effort between KM and the RTA overseen by a Steering Committee, tasked with executing defined assignments spanning both organizations.
Develop and uphold Procurement and subcontracting policies, and Local Industry Development Plan in partnership with the RTA, in alignment with KM's Procurement team.
Evaluate RTA's insurance contracts to optimize coverage, in collaboration with KM's Finance team.
Collaborate with the Projects Management Office to provide procurement and commercial support for RTA projects.
Facilitate access to railway spaces for retail purposes, manage RTA advertising, and provide support for railway retail properties management.
Provide division-wide commercial governance support aligned with best practices and innovative solutions to address associated risks.
Financial
AsSist the Procurement team and relevant departments in acquiring new Key Contracts for the Service Provider, including any variations or terminations.
Support and execute sub-contracting and supply chain arrangements for Variations, Tram Variations, RTA Projects, and Tram RTA Projects.
Facilitate collaboration with the RTA in procuring Spares, Parts, Special Tools, and other items, promoting knowledge and experience sharing between RTA and KM.
Support collaboration between RTA and KM in managing and implementing changes, including Variations procurement. Ensure RTA staff involvement for leveraging their expertise from the Predecessor Service Provider's arrangements and ensure compliance with contractual procurement criteria while demonstrating value for money.
Stakeholder / Customer
Support the transparent and collaborative relationship between the RTA and KM, including establishing and maintaining the Collaborative Platform with the IT team, and incubating and developing new innovative ideas as initiatives by JCU.
Develop and implement the collaborative business relationship management process with responsibility, authority and accountability for ensuring that the policies, processes, culture and behaviour required are established, implemented and maintained as defined in Corporate Relationship Management Plan (CRMP) in aligned with ISO44001.
Operational
Deliver the contractual obligations to the RTA.
Reporting to the JCU Steering Committee on the status of JCU’s activities (on-going activities, difficulties, areas of improvement etc.).
Regular reporting on the JCU activities to Commercial Director
Regular preparation and minutes for monthly JCU Steering Committee
Promote a healthy and professional
Office environment. Occasional travel may be required.

Bachelor’s degree in Commerce, Law, Finance, Marketing, Business Administration or similar relevant fields, including MBA
Experience
Strong experience in the local culture and regulatory environment. Understanding of political and economic trends in the country
Previous working experience in 5 years as a manager in related with Public and Private Partnership
Professional career in infrastructure business and/or in Public Service Companies
Regional and UAE experience is preferred.
Public transportation sector experience preferred
Skills / Training
Fluent in English (Oral & Written)/
Certified Implemented/ Auditor for ISO 44001
