Job Descrption
We are looking for an experienced Project Controls Manager / Programme Manager to join our growing Policy Research, Evaluation and Strategy (PRES) line of business. The successful candidate will support the management and governance of complex / large-scale programmes directly overseeing the day-to-day management of specific activities or strands of work within programmes. This is a high visibility fast-paced role, the Project Controls Manager / Project Manager will partner with the Contract Lead, assigned delivery team and interact closely with the Group PMO and other key stakeholders.
Responsibilities:
- Support the management and governance of complex / large-scale programmes or parts of programmes.
- Plan the work of large, multi-disciplinary teams.
- Manage networks of experts, subcontractors and other stakeholders.
- Set-up, monitor and manage large and complex budgets, with an understanding of the different costing models.
- Oversee risk management and contractual compliance in line with ICF systems, clients’ terms and other requirements.
- Develop, implement and continuously improve tools, systems and procedures for effective programme management, as well as coordination across the wider team.
- Chair and facilitate meetings, with an understanding of group dynamics and participation.
- Prepare key written outputs, such as presentations, contractual reports, analytical / evaluative pieces and other pivotal documents for internal and external audiences.
- Contribute to business development through proposal-writing.
- Undertake other tasks, as needed.
Required experience:
- 7+ years of professional experience.
- Hands on and proven track record of successful project delivery and project controls deliverables.
- Experience in quality control of delivered services, client orientation and project conflict resolution.
- Experience of managing multi-disciplinary project teams.
- Experience in the coordination of internal / external experts at various levels.
- A formal qualification / accreditation in Project Management is desirable.
- Strong experience in managing / maintaining risk registers, issues logs, change control.
- Knowledge of the UK funded public sector market is desirable.

- Ability to self-organise, prioritise and manage/ work with multiple work strands and teams in parallel under tight deadlines in a fast-paced environment.
- High level of ability and confidence to perform tasks with minimum supervision.
- Ability to work flexibly to meet client and organisational priorities and needs.
- Sound research and business ethics, including the protection of proprietary and confidential information.
- Excellent communication skills, including experience with presenting key methodologies and concepts to clients.
- Excellent verbal, written, analytical and presentation skills.
- Commitment to the progression and development of junior / other staff
- Ability to work with all levels of internal staff, as well as clients and sub-contractors.
- Entrepreneurial talent to identify and realise new opportunities, as well as new innovations / approaches that will improve efficiency.
