Job Descrption

Dangerous Goods Oversight

  • Plan day to day to implement Dangerous Goods oversight inspections to define guidelines for frequency of inspection and associated follow-up activities. Prepare and maintain inspection checklists in accordance with current Dangerous Goods Regulations to ensure inspections are carried out effectively.
  • Prepare and conduct Dangerous Goods inspections to ascertain compliance with prescribed standards. Identify, categorise and record faults and deficiencies for corrective action. Support investigations of Dangerous Goods occurrences, incidents and violations. Report, or during the inspection, deficiencies recorded are acted upon to ensure compliance.
  • Review and monitor the entire Dangerous Goods certification process for air operators, ground handling agents, freight forwarders and training organisations. Respond to any Dangerous Goods activity as required
  • Conduct training of organisations for the preparation, offer, acceptance, handling and transport of dangerous goods, taking into account the nature and scale of each operation. Such inspections may be based on occurrence response, occurrence reports, trend analysis and information obtained during routine inspection activities and follow-up of corrective actions in accordance with GCAA oversight programme directives. 
  • Review and monitor the entire Dangerous Goods certification process for air operators, ground handling agents, freight forwarders and training organisations.

Dangerous Goods Policy, Promotion and Culture

  • Assist in the definition of the Dangerous Goods policy applicable to operators, shippers, freight forwarders and other entities, including training organisations to ensure standards are identified and met
  • Improve and implement dangerous goods promotion activities to disseminate and nurture a dangerous goods awareness culture in the UAE civil aviation industry and to keep industry players abreast of changes in relevant rules, regulations and other dangerous goods developments.
  • Provide advice and guidance to industry stakeholders sharing best practice, trends and findings of reviews, studies and occurrences/incidents and accidents.

Dangerous Goods, Quality and Environment

  • Ensure compliance with all relevant dangerous goods quality and environmental management procedures and controls to guarantee employee safety, legislative compliance, delivery of high quality products/services and responsible environment which demand proactive action plans.

Policies, Systems, Processes and Procedures

  • Assist the management in maintaining on-going liaison with foreign and international aviation regulatory bodies on new requirements and changes to existing dangerous goods regulations to foster the safe transportation of dangerous goods to, from and within the UAE.
  • Implement Security Affairs policies, systems, processes and procedures so that all relevant procedural/legislative requirements are fulfilled while delivering high quality dangerous goods services to the UAE civil aviation industry in accordance with customer service standards.

Internal Surveillance Program & External Audits

  • Implement corrective actions raised against the Sector under internal surveillance program to ascertain international standards and continuous improvement.
  • Support the administration of activities by external entities on request.

Document Management

  • Maintain records of relevant reports, certifications and general correspondence to ensure proper document management.

Reporting

  • Ensure that all functional reports are prepared timely and accurately and meet GCAA requirements and quality standards.

Health, Safety and Environment within GCAA 

  • Ensure compliance with all relevant health, safety, quality and environmental management procedures and controls to guarantee employee safety, legislative compliance, delivery of high-quality products/services and a responsible environmental attitude as per IMS available standards

Other Tasks/ Accountability 

  • Perform additional tasks relevant to the role / area of expertise as requested by the management to be able to achieve the objectives/commitments.

Knowledge and Experiences:

Preferably a degree from a University/College or professional qualification in aviation security or a relevant discipline, with 3 years’ experience in a related function.
