Senior Director - Human Capital at General Civil Aviation Authority

Job Descrption

Leadership

  • Develop the Human Capital departmental strategy in line with the GCAA’s long term strategy to ensure vertical alignment and horizontal integration with other interfacing departments at GCAA.
  • Ensure that departmental strategies and related strategic plans are developed and implemented, which are aligned with the vision and mission of GCAA. 
  • Manage the achievement of Human Capital departmental objectives through effective leadership – setting individual objectives, recruiting qualified staff, managing performance, developing and motivating staff, providing formal and informal feedback and appraisal – in order to maximise subordinate and departmental performance.
  • Oversee the consolidation and recommend the Human Capital department budget and monitor financial performance versus the budget so that the business is aware of anticipated costs/revenues, areas of unsatisfactory performance are identified, and potential areas of cost reduction or performance improvement opportunities are capitalised upon.
  • Define an optimum organisation structure for the Human Capital department so that resources are optimally utilised, and communication can take place in an efficient manner.
  • Lead and direct the management of change through continuous improvement of departmental systems, processes and practices taking into account ‘international best practice’, changes in international standards and changes in the business environment which demand proactive action plans.

Policies, Systems, Processes & Procedures

  • Develop and oversee the implementation of department policies, procedures and controls covering all areas of Human Capital department activity so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service to customers.

Manpower and Talent Acquisition 

  • Oversee the development of long term and annual manpower budget plan for all of GCAA indicating the breakdown of the manpower costs under each department in consultation with the relevant department heads and provide the same as an input to the GCAA’s financial budget.
  • Develop and oversee the implementation of the approved manpower plan based on the requirements of GCAA and determine the key business processes affecting the manpower planning.

Learning and Development 

  • Oversee the design and implementation of Learning and development plans to meet the skill development needs of employees across GCAA
  • Effective deployment of performance management system across all departments of GCAA
  • Oversee the management of the process of leadership development, career development, career path, rotation programs, succession plans…etc for employees at various levels to promote employee motivation and enhance the level of efficiency / productivity of all employees.

Compensation, Benefits and Reward plan

  • Oversee the development, amendment, review of the compensation and benefits scheme e.g., salary’s structure, benefits, allowances, incentives, bonus, retirement benefit such as pension scheme, gratuity scheme, insurance benefit schemes etc. keeping in mind the approved balanced organisational budget to promote employee retention and satisfaction.
  • Review the benefits and welfare plans against the annual reward survey, provide findings and make appropriate recommendations.
  • Ensure accurate and on-time payroll run on a monthly basis.

Human Capital Projects

  • Develop and oversee the implementation of continuous human capital strategic programs in order to come up with solutions that would bridge the gap between the current situation and the best practice international HR standards.

Strategic Human Resource Role

  • Build HC department and staff capabilities to be a business partners, advisors, employees’ champions, and expert practitioner. Come up with transformational initiatives to focus on the strategic role of human capital in line with GCAA strategic focus. Undertake measures to transform GCAA culture to build the required productive and motivating atmosphere. 

Employee Relations 

  • Oversee employee relations initiatives to ensure high levels of employee engagement levels amongst employees across GCAA.

MIS and Reports

  • Ensure that all departmental MIS statements and reports of GCAA are prepared timely and accurately and meet company/department requirements, policies and standards.
  • Ensure that all functional reports are prepared timely and accurately and meet GCAA requirements and quality standards.

Health, Safety and Environment within GCAA 

  • Ensure compliance with all relevant health, safety, quality and environmental management procedures and controls to guarantee employee safety, legislative compliance, delivery of high-quality products/services and a responsible environmental attitude as per IMS available standards

Other Tasks/ Accountability 

  • Perform additional tasks relevant to the role / area of expertise as requested by the management to be able to achieve the objectives/commitments.
