Senior Soft Services Manager at Keolis

Job Descrption

The purpose of this position is to manage the implementation and operations of procedures in order to facilitate the subcontractor to lead and support a number of Housekeeping teams, provide a safe, well maintained and clean environment within the premises of the Dubai Metro in line with the Concession Agreement (KPI’s).

MAIN RESPONSIBILITIES

  • Act as Deputy Head of Facilities as and when required
  • Is responsible for:
  1. Coordinating, managing and delivering housekeeping(internal), waste and feminine hygiene services within the 51 premises of Dubai Metro such as stations, car parks, ancillary buildings, trains, depots and offices;
  2. Ensure achievement of RTA KPI cleaning targets in accordance with the Concession Agreement;
  3. Monthly review of mystery shopper survey results and development of action plans
  4. Delivery of TISSE requirements for Facilities and Cleaning;
  5. Support Head of Facilities on transport Bid work;
  • People accountabilities:
  1. Has direct line management responsibility for different disciplines of staff; Senior Housekeeping Supervisors (11) Housekeeping supervisors (47) and Housekeeping staff (700) to ensure they deliver the cleaning standards; Average team size of 150;
  2. Training Supervisor (Facilities)
  3. Conduct interviews, performance appraisals, departmental disciplinary/grievances;
  4. Use My HR system for leave/absence monitoring
  5. Is responsible for ensuring that each team member has clear objectives and accountability for each task and for providing guidance/advice throughout the year and managing any substandard performance
  6. Management of disciplinary actions for direct reports and subcontracted staff;
  • Sub-Contractor Management:
  1. Coordinate with manpower service providers to ensure deployment levels are achieved in accordance with the Contract (Daily deployment of 700 housekeeping staff)
  2. Verify and approve records for manpower KPIs at the end of each month and provide any clarification as required
  3. Control and monitor the performance and products supplied by the consumable service provider in accordance with agreed contract
  4. Control and monitor performance of large equipment service provider and planned/preventive maintenance on the large equipment in accordance with agreed contract
  5. Monitor the services provided by the Waste Management and Feminine Hygiene subcontractors on all Dubai Metro locations and provide feedback to Deputy Head of Facilities. Highlight any possible changes to the service which will lead to cost savings.
  6. Ensure the collection and storage of waste prior to disposal off site, in accordance with local procedures and legislation
  • Recruitment and Training:
  1. Plan and conduct interviews for Senior Housekeeping Supervisors and Housekeeping Supervisors;
  2. Coordinate with recruitment, HR, training team and various subcontractors for  initial training of Housekeeping Supervisors;
  3. Plan and deliver training to Housekeeping Supervisors;
  4. Coordinate with Manpower Service Providers and ensure that initial training is delivered as per the training plan. Observe delivery of the training and ensure that assessments are completed.
  5. Identify staff who require additional training/coaching and arrange to deliver required sessions. 
  • Planning and Allocation:
  1. Review cleaning frequencies, work flows and special cleaning calendars to ensure optimum cleaning standards within Dubai Metro facilities (stations, car parks, depots and trains);
  2. Inspection and verification off cleaning records and ensure that they are stored for audit purposes;
  3. Responsible for the continual improvement of work instructions and procedures.
  4. Plan and coordinate with Performance & Planning team and manpower sub-contractor to ensure on-going development and delivery of the rosters;
  5. Manage Team Leaders (63) and Machine Operators (82) list based on their competency;
  6. Management of the Asset Register for departmental large equipment (Value Aed 8.5m) and Annual Maintenances Contract for large equipment;
  7. Write and conduct of briefings to staff for any Operational Notices/requirements for service delivery changes/improvement;
  8. Produce, coordinate and deliver Deep Cleaning Plan for all Dubai Metro Locations  
  9. Coordinate with the chemical supplier in order to ensure that the MSDS are updated at all times.
  10. Coordinate with Facilities Manager for transport requirement for Housekeeping Supervisors
  11. Check cleaning work orders within the Maintenance Management System (MMS) and close out all tasks within the respective month;
  • Bid Work:
  1. Support Deputy Head of Facilities on transport Bid work;
  2. Plan and implement mobilization phases;
  3. Create SOPs and work instructions during the mobilization and transition period;
  4. Assist Deputy Head of Facilities on recruitment and training of staff required for full operations;
  5. Support Deputy Head of Facilities in specification development and tender process for all required services, equipment and consumables;
  • Procurement:
  1. Ensure all consumable supplies are available for service delivery; Conduct spot checks and verify holding levels of the stocks
  2. Conduct market research for new products;
  3. Present feedback on innovative solutions in order to increase productivity of the existing resources
  4. Plan and manage the procurement/replacement of uniforms and shoes for Housekeeping Supervisors and staff. 
  5. Set up trials for new chemicals/equipment and collate results in for of presentation to Deputy Head of Facilities
  6. Assist Deputy Head of Facilities with writing of technical specifications and review tender documentation
  • Financial accountabilities:
  1. Assist Deputy Head of Facilities to produce Keolis MHI and RTA annual budget.
  2. Management of budget to ensure expenditure is on target against the planned budget.
  3. Review volume/expenditure of consumable items and suggest cost saving options
  • Health and Safety:
  1. Conduct Risk assessments and ensure that Job Safety Analysis records are maintained for audit purposes
  2. Ensure all cleaning tasks are evaluated in accordance with the  and recommend safer work practices to mitigate any risk accordingly;
  3. Carry our Incident Investigations within the department in accordance with procedure;
  4. Conducts internal audits/monitoring of cleaning service provision (report, actions & follow-up);
  • Perform and carry out other duties as instructed/directed by Cleaning Manager.

 

KNOWLEDGE REQUIRMENT 

  • In depth knowledge of safety implications of using hazardous substances;
  • Facilities Management knowledge within hospitality sector.

 

KEY SKILLS

  • Good understanding of management processes in relation to audits, procedures and instructions and management of assets;
  • Ability to manage teams of Housekeeping Supervisors and housekeepers with an aim to meet the committed performance targets in a cost effective and efficient manner;
  • Ability to manage complex projects works and coordination between different teams and organizations
  • Ability to develop and understand financial analysis and develop plans accordingly
  • Experience in supervising the planned and unplanned cleaning activities to meet challenging work schedule;
  • Good interpersonal and people skills, and a mature, methodical and responsible approach to work;
  • Strong organizational skills, detail oriented, and the ability to handle multiple priorities;
  • Ability to demonstrate both good communications literacy and numeracy skills required for the role;
  • Ability to understand technical machine operating specifications for delivery of training on large equipment and MEWPS;
  • Thorough understanding of all aspects of health and safety issues;
  • Excellent team player and work closely with the team members;

 

EXPERIANCE

  • A minimum of 5 years’ experience within a similar position which involved working in a multifunctional service environment, and a minimum of 3 years’ experience in a housekeeping management position;
  • Experience of managing large teams of housekeeping staff and outsource contractors;
  • Experience and good working comprehension of performance and appraisal management and objective setting
  • Experience of managing KPIs and meeting performance
  • Good understanding and experience of procurement. 
  • Cultural awareness and sensitivity from managing large multi-national teams.

 

EDUCATIONAL QUALIFCATION

  • Ideally a degree holder or high diploma of post-secondary education and/or relevant professional qualifications.
